The dusk stone in heart gold?

So, I've earned 3107P in the pokeathlon. However, the dusk stone isn't there. Now, I know that certain prizes show up on certain days and according to this list: http://www.serebii.net/heartgoldsoulsilver/dailyevent.shtml
It's Thursday so I should be able to get the dusk stone.
I don't understand why it isn't there.
The only items available to exchange my points for prizes are as follows: Ylw/Pnk/Wht Apricorns, Moomoo milk, PP Up, and Thunderstone.
I was wondering that myself. I'm going to check it.
I actually just checked and it's correct.
Do I have to defeat the elite four first to be able to get all the prizes?
